Import & export practices

A lot has been said on the over-invoicing and under-invoicing in the export and import of goods and fraudulent claims of rebate/refund. But no concrete measure has ever been taken to curb the said menace.

To overcome or at least reduce this menace significantly, it is proposed that the FBR may make it mandatory for shipping agents/companies responsible for preparing import/export general manifest to indicate the value of goods provided by the exporter/shipper in words, as well as in figures, at the port of loading in the respective manifest.

At present it is compulsory that invoice of goods imported in containers into Pakistan is placed therein. The proposed exercise is much easier than the aforesaid prevalent practice.

It will also ensure that no falsely fabricated invoice of imported/exported goods is prepared by the unscrupulous importer/exporter.

Fraudulent claims of rebate/refund on the export of goods out of Pakistan invariably involve all or any of the followings: goods are exported to the UAE; goods are shipped to a country other than the UAE.

All claims of rebate/refund involving any of the above-mentioned elements should be subjected to detailed scrutiny, coupled with their sanctioning by an officer of grade 19 or above.
